l have used skyrim to make my gold dragonborn (the race menu mod was used to change a argoinan scales to yellowish) but l also plan on useing sims (3 is the version l have,but l might get 4) and fallout 4. all that said,what tools do you use (other then drawing/hireing someone to draw your character)
ps l would use spore to make monsters.

Failing that, Hero Machine .
If I had a character I truly wanted to invest in, and could not find anything to match, I'd save up and commission something.

Heroforge will be launching a colour version of their 3D character creation tool and that's going to have a portrait designer. I'm not 100% of the specifics, but it's looking interesting.

reroll.co is both a character sheet app and a character creator, looks like pixel art from a game
Lots of Options, there's free accounts with limitations, for a one time purchase 10$ you get unlimited acces to all the content.
Hero Forge is an app, that lets you make a 3D model of a character, you can then simply use the screenshots, or order the model that will be 3d printed and send, or just get the file to make yourself if you have a 3d printer or knows someone who have one.
You have a really huge freedom on the poses that the character can have, and there's a lot of options, for now the end result is just grey, but they're doing a KS campaign to make Herfo Forge 2.0 where you can also have colours and order models that are colored or hand painted.

You don't have to be an artiste. If you want to draw your character, start drawing. You might not like what you get at first, but keep at it and you'll get better over time.

Everyone beat me to it but I still want to throw hero forge out there, especially with their new color and portrait modes coming soon. It's a godsend for those of us who dump statted art as kids.

I use DAZ Studio, but to get a look you want is either time-consuming, non-cheap, or both. I have thousands of dollars of DAZ resources over the years (I did a webcomic about a superhero for like 3 years before finally stopping due to the expense/time investment). Then photoshop for post-work. Example, my half-elven female bard:
